Maybe a part of the Earl is time itself. In the past, the power of the Heart was used against the Earl which caused the Great Flood. However since a part of him is time, he managed to survive. Maybe Allen with the power of the 14th as well as the Heart will truly vanquish the Earl. I think the 14th may have been a mole sent by God to observe the Earl and strike against him when the time is right.

That could work if combined with the power of the 14th.
My theory is that neither pure light nor pure darkness can destroy his immortality. It requires a power which is neither Innocence nor Dark Matter. In other words, a neutral power or void which can only be achieved through the fusion of his Innocence with the power of the 14th.
