Here's my theory:
1. The owner of the Heart has created a duplicate of the Heart and set it loose in the world to avoid detection by both the Order and the Earl. (Well, literally. You know what I mean, right?) The reason s/he wants to do that is probably because the Earl is well, evil and there's probably something else about the inner workings of the Vatican and the owner of the Heart doesn't want to land the Heart into either side's hands.
2. The Black Order/Hevlaska doesn't know anything about the Heart except that once it's destroyed, all the other innocence fragments will disintegrate. So even if Hevlaska has come into contact with the Heart, she might not know it herself. If the Heart is so noticable, it would have already been taken by either side long ago. The Earl seems to know something else about the Heart. Remember that he said if the owner of the Heart knew about the true purpose of the akuma, it would not be good for him/his side? So the Heart probably has some other powers which the Black Order doesn't know of.
3. What if the Heart has the power to erase the memory of its conformer? So it's something like the Heart manipulating the memories of its conformer. Perhaps the owner is already in the Black Order, but s/he themselves don't know about it and thus can't reveal that they have the Heart.
4. The special case of Lenalee's innocence moving to protect her when she was fighting Eshi was because her feelings resonated with her innocence, and she even would sacrifice her own life using maximum invocation to kill Eshi in order to protect her friends so it wanted to protect her (the will of the innocence).
5. For Allen, I'm not too sure, but I'm thinking it's something along those lines too, using maximum invocation to save Suman. (I still think that Allen's innocence is more spectacular, mending the hole in his heart.) I can't figure out how Allen's innocence would not disappear when it was disintegrated to particles, though. So I'm going with the theory that Allen has the Heart. After all, the Heart can't be destroyed so easily, right? If not, the innocence-wielders would be at a great disadvantage. Besides, did you guys notice that Allen's innocence hand looks like the innocence was forcibly pushed into his hand? As in, before he upgraded to Crown Clown. The previous fourteenth might have found the Heart and forced it into his hands while he transferred his memories into Allen. Remember that in the current arc, Timothy's father had force-fed him the innocence and it actually conformed to him too? So I'm thinking it's something like that.
