Why did the Earl not destroy Black Order long ago?

Yeah,always wondered that.

I mean,if ONE Level 4 Akuma was a big problem for them,then all he had to do was send like maybe 100 Level 4's?Maybe throw in about 5 Level 5s as well?And I think Road could settle the Generals with her mind crush abilities,at least Yeegar couldn't resist it.

I think that the Earl tough it would be quiet easy if the BO gathered some innocence (inc. the heart) so he can destroy them all at once.
I mean, if you where a bad guy, and you know you can win easily, then you use the good guys for your own goal.

In the latest chapter, he gets mad and berates the Order for "breaking the rules" when they created the Thirds. To me, it sounds like "the rules" won't let him, whether it's because he chooses to follow them or is physically incapable of doing so...although I'm inclined to think the former.

Maybe since the Heart is within the Order, perhaps the Earl feels that it is not good to involve the Heart in such a dangerous situation because he has plans regarding the Heart? The second theory I have would be maybe the top few leaders of the Order made a deal with the Earl. So in other words, they would perhaps be considered as "special" brokers used by the Earl?

For the first suggestion regarding the Heart, I would assume that the Heart actually has a critical importance to the 'dark' side: the Earl and Noah? And if you think about it since the Heart is critically important to the 'light' side, then maybe since perhaps the 'dark' side could be an equally desperate situation due to special instruments being used by the Order like the 'third exorcists'(not sure if what i proposed just now was even correct...sry XD), simply destroying the Heart would not be enough to completely eradicate the Order so he has deduced a way to use the Heart to accomplish their initial claim? And now since the Heart may be important in this scenario, simply barging into the Order to attempt to destroy them would destroy their chance of completely winning, hence they are motivated to wait for the Heart to 'leave' the Order?

For the second suggestion, i think it wold be visually interesting but what was behind this 'broker' business would be relatively boring...
